يعتبر الدواء منتج ضروري و أساسي للحفاظ على صحة الإنسان و سلامته إلا أنه يعد من المنتجات الخطيرة فأقل خطأ في إبتكاره و إنتاجه يؤدي إلى عواقب و خيمة.
و تزداد خطورته لأن بعضا من آثاره الجانبية لا تظهر إلا بعد مضي فترة طويلة من الزمن.
هذا ما دفع من السلطات المختصة في غالبية الدول بما فيها الجزائر بسن قوانين و تشريعات تنظم و تراقب عملية إنتاج و طرح هذه المنتجات في السوق.
في هذا الإطار قام المشرع الجزائري بإستحداث منظومة لليقظة الدوائية بموجب القانون 18-11 المتمثلة في الوكالة الوطنية للمواد الصيدلانية بالتنسيق مع باقي المؤسسات الفاعلة في القطاع و كذا المركز الوطني لليقظة بخصوص الأدوية و العتاد الطبي بموجب المرسوم 98-192 و على هذا الأساس تندرج إشكالية المقال حول مدى فعالية منظومة اليقظة الدوائية في حماية مستهلكي الأدوية و نعالج هذه.
الإشكالية من خلال التطرق إلى ماهية المواد الصيدلانية و الأدوية في المحور الأول ثم دور اليقظة الدوائية سواء قبل أو بعد تسجيل الدواء في المحور الثاني.
Abstract EN
Medicines are necessary and elementary products for health preservation of man.
However, some medicines are dangerous and the least mistake in their production may had to disastrous inconvenient.
Its harmfulness increases because some secondary effects appear after a long time that’s why some international authorities, even Algerian establish some laws and legislations for controlling, organizing and commercializing the product.
Hence, the Algerian legislator, has created an organization for medicine alert by the law 11-98 charging the national medicine agency to coordinate the work with other active organizations in the field, the national center for medicines declared: 192-98 where our problematic is concerned around the increasing of this organization efficiency? The first axes of this concern would be on the origin of the medicines products where as the second axes will deal with the role before and after their inscriptions.

Les médicaments sont des produits indispensables, élémentaires, pour la préservation sanitaire de l’homme.
Or, certains médicaments sont dangereux, la moindre erreur dans sa production, entraine des inconvénients désastreux.
Sa nocivité s’accroit, car quelques effets secondaires n’apparaissent qu’après une longue durée, ce qui pousse les autorités spécialisées internationales, y compris l’Algérie, à décréter des lois et des législations organisant et contrôlant sa production, sa commercialisation.
Ainsi, le législateur algérien a créé une organisation de vigilance médicamenteuse par la loi 11-18, chargeant l’Agence nationale des médicaments de coordonner avec les autres établissements actifs dans le secteur ; le centre national de vigilance, des médicaments, du matériel médical, décrété : 192- 98, où déborde notre problématique : autour de l’ampleur de l’efficacité de cette organisation de vigilance médicamenteuse ? Le premier axe de cette problématique serait consacré à l’essence des produits pharmaceutiques, tandis que le deuxième concerne le rôle de la vigilance médicamenteuse avant ou après leurs inscriptions.
