تهدف هذه الدراسة إلى تحليل و تقييم دور الجباية المحلية في تمويل ميزانية البلدية عبر دراسة حالة بلدية عين فتاح بولاية تلمسان و ذلك بتحليل حصيلتها الجبائية خلال الخمس سنوات الأخيرة و الممتدة من سنة 2015الى 2019 انطلاقا من حساباتها الإدارية باستخدام منهجية التحليل الوصفي و توصلت نتائج الدراسة إلى أن الموارد الجبائية تشكل موردا هاما للبلدية بما في ذلك الرسم على العقارات و رخص البناء و الرسم على النشاط المهني مقارنة بالرسوم الأخرى و هذا لافتقار البلدية للنشاطات الصناعية و التجارية و اعتماد سكانها على الفلاحة بالدرجة الأولى كون البلدية منطقة ريفية و جبلية و نائية.
