Abstract EN

Investment in general serves the interest of the investors and the polarizing country alike, as this interest is accompanied by a legal need to regulate and encourage investment, and the tourism sector is among the economic sectors that receive broad attention by the state or by investors, whether national or foreign.

This sector was surrounded by legislative and regulatory texts, and in return for that, legal rules for investment were set, mechanisms, guarantees and incentives were put in place in order to attract scientific expertise and create a favorable environment for investment.

Through our study of this research, we found that Algeria, despite possessing qualifications and issuing more legislation and incentive laws, remains weak in terms of tourism investment compared to neighboring countries, and this is evident through the weak tourism revenues, the tourism balance deficit, and the weakness of the number of workers in the sector.
