Arabic Abstract

إن التطور الهائل في تكنولوجيا المعلومات و الاتصالات و سرعة انتشار الإنترنت بمختلف تطبيقاتها ساهم بشكل كبير في تضاعف المعرفة الإنسانية خاصة المعرفة العلمية و التكنولوجية و بصفة سريعة و هو ما سمح بتطوير العملية التربوية و إدخال عدة مفاهيم جديدة عليها، مثل : مفهوم التعليم عن بعد و الجامعة الافتراضية و التعليم الإلكتروني و المدرسة الإلكترونية و المكتبة الرقمية و غيرها من المفاهيم و التطورات الحديثة التي أصبحت تشكل معالم البيئة الرقمية الحديثة.

و هذا ما دفع إلى الاهتمام المتزايد خلال السنوات الأخيرة باستخدام التعليم الإلكتروني في الجامعات و على المستوى العالمي، و ذلك من أجل توفير برامج و مقررات تتسم بالنوعية و الجودة فتوفير الجودة في التعليم الإلكتروني يمثل مسألة غاية في الأهمية بالنسبة إلى برنامج أو مقرر أكاديمي، أو دراسي، باعتبار أن الجودة شرط أساسي لنجاح العملية التعليمية، و عليه تصبح الجودة في التعليم مسألة ضرورية للتعليم الرقمي بصفة خاصة، و عليه فإن نجاح أي نظام تعليمي يعتمد بشكل أساسي على الالتزام بمعايير الجودة المتفق عليها عالميا

English Abstract

The tremendous development in information and communication technology and the rapid spread of the Internet in its various applications contributed greatly to the doubling of human knowledge, especially scientific and technological knowledge, in a rapid manner, which allowed the development of the educational process and the introduction of several new concepts on it, such as the concept of distance education, the virtual university, e-learning, the electronic school and the digital library And other concepts and recent developments that have become the features of the modern digital environment and this has prompted the growing interest in recent years in using e-learning in universities and at the global level.
