This research paper aimes to examime the theorical and conceptual aspects of these tow terms: "development" and "good governance", in order to highlight the relationship between them.

good governance is the fundamental pillar on which the issue of development has come to be centred.

we have adopted the case of the Moroccan states because they are among the Arab states where the application of governance and the fight against corruption is weakened in order to achieve their several goals.

through this study, we have also identified the challenges faced by the Maghreb countries concerning the application of governance and development because of the lack of transparency and governance bases, the lack of accountability that has resulted poor management and the subsequent spread of corruption, which has created internal and external challenges to the establishment of inclusive development.

so that there is no development without good governance and optimisation of management.
