تعتبر الدائر هيئة محلية تبرز نظام عدم التركيز و تساهم في التنمية المحلية خاصة في مجالات السكن الاجتماعي، كما عرفت الدائرة في الجزائر تطور كبير خاصة عقب الاستقلال، إضافة إلى الصلاحيات المتعددة و المتزايدة لرئيس الدائرة و التي تؤكد على وجود الدولة في أقاليم الدوائر نتيجة لضعف الوجود الملموس للصلاحيات المنسوبة لرؤساء المجالس الشعبية بصفتهم ممثلين للدولة و هذا ما يجعل منصب رئيس الدائرة من المناصب ذات الطابع السياسي في الدولة، و التي تهدف إلى تعزيز وجود الدولة في كل إقليم البلاد و من ثمة تقريب الإدارة من المواطن أكثر و تحقيق الرضاء الشعبي و هو الهدف الذي تطمح إليه كل الدول في العالم بمختلف أنظمتها و توجهاتها أما عن علاقة رئيس الدائرة بالوالي فإنه مفوض بموجب تفويض توقيع يجعل أعمال رئيس الدائرة مجرد أعمال مادية و تنفيذية لا ترقى لمستوى القرارات الإدارية بالمعنى الفني

English Abstract

Al-Daer is a local body that highlights the lack of concentration and contributes to local development, especially in the areas of social housing, and the department in Algeria has witnessed a great development, especially after independence, in addition to the multiple and increasing powers of the head of the department, which confirms the presence of the state in the regions of the departments due to the weakness of the presence This is what makes the position of the head of the department one of the positions of a political nature in the state, which aims to strengthen the presence of the state in the whole region of the country, and from there to bring the administration closer to the citizen and achieve popular satisfaction, which is the goal What all countries in the world aspire to, with their various systems and orientations, as for the relationship of the department head to the governor, he is authorized by virtue of a signature authorization that makes the work of the head of the department
