The study aimed to rely on the quality of administrative work as a technique of macro ergonomics to design work systems, and developing the organizational work environment in public libraries, By studying the ideal competencies and skills that should be available to managers of public libraries, and monitoring indicators that explain the policy and leadership style, and identifying the sources of information that are relied upon in making administrative decisions in public libraries, and studying the requirements that public libraries need to achieve quality in administrative work, The study found that the ideal skills to be provided by the directors of public libraries are emotional intelligence, self-confidence, creativity, and the requirements that public libraries need to achieve quality in management work: leadership, process management, and performance measurement, the Rules, regulations, and administrative meetings are the two most important sources of dependence on administrative decision-making in public libraries, The study recommends coordination between different departments and functional positions in public libraries to achieve compatibility, implementation of administrative plans, attention to management leadership to strategic decision-making, directing human energies, and moving towards operations management.
