International drug policies : acheivments and challanges

At a time when the global drug problem is undoubtedly threatening the fabric of society, the new millennium seems a particularly appropriate point at which to examine this problem in all of its dimensions.

Firstly, it is worth while to look back to the end of the 19th Century, to review the position then, and to assess how successfully the international community has responded to the inherited challenges during the 20th Century.

At the same time, the new challenges of the 21st Century need to be confronted.
