Arabic Abstract

هدفنا من خلال هذه الدراسة تسليط الضوء على واقع الاستثمار العمومي من خلال البرامج القطاعية غير الممركزة-PSD-وبرامج المخططات البلدية للتنمية-PCD-الخاصة بولاية باتنة والمتعلقة بقانون المالية لسنة 2021، ومدى تحقيق تلك البرامج للتنمية المحلية، من خلال استجابتها إلى احتياجات الجماعات المحلية من المشاريع القطاعية ذات الأولوية، وذلك بالاستعانة بالمنهج الوصفي التحليلي.

ولقد خلصت نتائج الدراسة إلى أن ضعف تمويل المشاريع الاستثمارية العمومية يعود إلى عدم احترام المذكرة التوجيهية لوزارة المالية والخاصة بكيفية تحضير مشروع قانون المالية لسنة 2021 مع الترتيب الأمثل للأولويات من طرف المسؤولين التنفيذيين المحليين المعنيين، هذا من جهة، ومن جهة أخرى، عدم احترام الإجراءات المتعلقة بطلب تمويل المشاريع التنموية خاصة ما تعلق الأمر بنضج المشاريع المطلوبة.

كما خلصت النتائج أيضا إلى عدم وجود توازن في منح الاعتمادات المالية في ما بين القطاعات في عملية تمويل البرامج الاستثمارية المحلية.

وفي ظل النتائج السالف ذكرها تم اقتراح وجوب إعطاء أهمية أكبر من طرف الجماعات المحلية لنضج المشاريع قبل طلب تمويلها والتي تعتبر أحد أهم العوامل المحددة للأولوية في تمويل البرامج في إطار ميزانية الدولة أو قوانين المالية.

English Abstract

Our goal, through this study, is to shed light on the reality of public investment through decentralized sectoral programs (PSD) and municipal schemes for development (PCD) for the state of Batna, and related to the finance law of 2021, and the extent to which these programs achieve local development, through their response to the needs of local communities of priority sectoral projects, by using the descriptive and analytical method.

the results of the study concluded that the weak financing of public investment projects is due to the lack of respect for the guidance note of the ministry of finance concerning how to prepare the finance law for the year 2021, with the optimal arrangement of priorities on the part of the relevant local executives, on the one hand, on the other hand, the lack of respect for the procedures related to the request for financing development projects, especially when it comes to the maturity of the required projects.

the results also concluded that there is no balance in granting financial credits between sectors in the process of financing local investment programs.

in light of the aforementioned results, it was suggested that more importance should be given by local executives to the maturity of projects before requesting their financing which is considered one of the most important determinants of priority in financing programs within the framework of the state budget or finance laws.
