Arabic Abstract

تهدف هذه الدراسة إلى تسليط الضوء على واقع الجباية المحلية في الجزائر ومدى مساهمتها في تمويل ميزانيات الجماعات المحلية، من خلال التطرق إلى جملة من الضرائب والرسوم التي تعود حصيلتها بصفة جزئية أو كلية لفائدة الجماعات المحلية حسب ما يقره القانون.

وهذا اعتمادا على دراسة حالة لعينة من بلديات ولاية تلمسان.

وقد توصلت الدراسة إلى أن مردود الجباية المحلية يبقى دون المستوى المطلوب الذي يضمن التمويل الكافي لمالية الجماعات المحلية، حيث أن هناك تباين في مداخيل الضرائب والرسوم التي تستفيد منها ميزانيتها، فتلك التي يتم جبايتها من طرف مصالح الضرائب تحقق إيرادات أكبر من تلك التي يتم تحصيلها ذاتيا، ما يفرض عليها تبني استراتيجية واضحة المعالم تساعدها على زيادة إيراداتها.

English Abstract

The aim of this study is to shed light on the reality of local taxation in Algeria and the extent of its contribution to financing the budgets of local groups, by addressing a number of taxes and fees whose proceeds are partially or totally for the benefit of local groups as established by law.

this is based on a case study of a sample of municipalities in the state of Tlemcen.

it was concluded that the local collection proceeds remain below the required level that guarantees adequate funding for the finances of the local groups, as there is a discrepancy in the incomes of taxes and fees that benefit their budget.

which forces it to adopt a clearly defined strategy that helps it increase its revenues.
