تقوم فكرة هذا البحث الموسوم ب: العمليات الرقابية لمجلس المحاسبة الجزائري على برامج التجهيز العمومي للجماعات المحلية-حالة دراسات النضج والاستشارة الفنية-على بيان شروط الأخذ بدراسات الإنضاج والاستشارة الفنية من الجانب القانوني، التقني والمالي من خلال العمليات الرقابية التي قام بها مجلس المحاسبة والتي شملت عدة ولايات وكذا بعض البلديات واستهدفت بالتحديد مشاريع التجهيز المنجزة من طرف الجماعات المحلية.

وقد أظهرت هذه العمليات غياب الصرامة في التصميم ومسار دراسات الإنضاج والاستشارة الفنية مما يفسر بنسبة كبيرة تفاقم المشاريع المتعثرة وبروز الاستهلاك الضعيف للاعتمادات المخصصة لذلك.

English Abstract

The idea of this research, tagged with: the controlling operations of Algerian court of accounts on the public facilities program of local authorities-case studies of maturation and technical consultation-on a statement of the conditions for taking maturation studies and technical consultation from the legal, technical and financial side via on a statement of the conditions for adopting maturation studies and technical advice from the legal, technical and financial aspect through the control operations carried out by the accounting council, which included several states as well as some municipalities and specifically targeted the processing projects carried out by local communities.

these processes showed the lack of strictness in the design and the process of maturation studies and technical advice, which explains to a large extent the aggravation of stalled projects and the emergence of weak consumption of the funds allocated for this ..
