The gender issues remain a secondary subject for the involved actors in planning and implementing security sector reform process in democratic developed states, or conflict affected states.

moreover, it did not get enough attention like other sector reform elements such transparency, accountability and civil control.

this study highlights the contribution of women to the processes of SSR, and to examine whether gender questions are really an issue for SSR, this paper will also present the various challenges facing those involved in planning for the inclusion, and draws attention to some practices that can reduce / eliminate these challenges, and then promote the effective integration of women within security institutions in order to achieve security that serves the human being, regardless of being woman or a man.
