The democratic experience in the Arab world is an experiment that the state exercises on society to monitor it, and not a means that enables the society to monitor the state, necessarily leading to the absence of (effective) institutions that are considered pillars of democratic practice, as the ruling elites in the Arab world are trying to preserve their survival, and they use democracy as an interface to please external parties and try to adapt to the internal environment, the elites of business are helped by the environment in which corruption has prevailed to use its influence and money to serve its interests, and educated elites so its view of democracy has become ambiguous between lack of understanding or conviction, while the military always interferes on the pretext of maintaining order, security and stability and all this does not serve the democratic transition in the Arab world, in traditional legitimacy ranged from historical legitimacy that hindered democratic practice.
