Abstract EN

Through this article, we will try to find out the role that investment in the human resource plays in the development of human competencies, which is a strategic option for the development of human abilities, skills and talents especially in the field of education, in order to ensure equal opportunities, addressing the problem of inequality and enhancing the productive capacity of the individual and society, we have reached results in this study, most notably that human capital is Algeria’s real wealth, especially since it is full of young with high capacity that enables it to accelerate and achieve economic growth provided which it is exploited with the necessary efficiency and effectiveness and there are significant investments in education, impressive growth in enrolment rates and equal opportunities between genders at almost all levels of education, allowing for the provision of specialized frameworks and high technologies, in addition to the human capital index measures the current results of education policies quantitatively on future outcomes, but what is concluded is that this educational investment has not significantly affected the achievement of targeted growth due to the state's interest in the quantitative sub-qualitative aspect of education at various stages.
