The rule of law is built on clear foundations to devote legal principles and respect for their rules by providing legal security by public authorities in all fields, within the framework of its obligations to protect individuals and maintain their legal status, and to provide reassurance and tranquility with a degree of stability in order to arrange the situation in accordance with legal rules, which prompted the constitutional founder to adoption of the constitution of the principle of legal security, which states that the law is clear and accessible, materially and intellectually, and lays the foundations for basic rights and freedoms.
