The present research paper revolves around the topic of the relationship between the dedication of litigation at two levels in the electoral material and its role in embodying judicial security, as the latter is considered as one of the modern concepts through which most countries are keen to create a suitable environment for the work of the judiciary by establishing more guarantees to preserve rights.

On the same line of thought, freedoms, whether individual or collective, are an embodiment of the rule of law; considering that elections are the main mechanism for the embodiment of a democratic system of government, and it is the best way to enable the people to choose their governor, On this basis, one of the most important political rights that must be protected and preserved by the electoral legislature established in Order 21_01 is the right to litigation on two levels as one of the most important legal guarantees for achieving electoral justice and the most prominent pillars of embodying judicial security, The present study aims to clarify the extent to which the dedication of litigation on two levels in the electoral material contributes to achieving judicial security.
