civil society is supposed to be based on the principle of independence in order to achieve its objectives.

collective action is also independent from power and often contradicts its decisions for the common good.

the relationship between them has become characterized by tension and mistrust.

this has led the administrative authority to take all measures to restrict the right to establish them and to limit the activity of these associations through administrative supervision and administrative sanctions.

this is reflected in the legal provisions on associations.
