The financial deficit suffered by municipalities in Algeria; And their insufficiency in covering their needs and exercising their developmental role resulting from the imbalance in the budgets of these municipalities, especially after the central solidarity showed its ineffectiveness in avoiding economic and development differences between these regions, which imposed the need to find new mechanisms to advance development at this level.

Adopting a decentralized financial solidarity system between municipalities in order to achieve a participatory and cooperative local development.
