This research paper aims to reveal the extent of the impact of technological progress in structuring all constitutional institutions electronically; after merging them with electronic means; they automatically turn into the so-called e-government, however; the term e-government does not mean only the executive authority, but includes all constitutional institutions; by linking them to a spider network that allows electronic distribution and instant and accurate flow of information; within the framework of respecting the principle of separation of powers and the constitutional jurisdiction of each institution.

hence; it is not possible to compare between the modernization of constitutional institutions with the speed of development achieved by the scientific and technological revolution; based on electronic encryption; technology to protect official websites in the country from piracy.
