With the increasing outbreak of internal conflicts, after the end of the cold war, and numerous grave violations of the rights of individuals and groups, the phenomenon of "humanitarian intervention" has emerged as a mechanism for defending human rights, protecting minorities, halting crimes against humanity and securing humanitarian access.

however, "humanitarian intervention" for the protection of human rights has raised many disputes about its legitimacy, and criticisms, especially those related to selectivity and political considerations.

this prompted the united nations to seek an alternative beyond criticism, which was the doctrine of the responsibility to protect.

the latter, which is theoretically an important development of humanitarian intervention to protect human rights, but the interventions that have been carried out under the responsibility to protect so far have demonstrated in practice that this approach also still suffers from most of the criticisms that accompanied humanitarian intervention, which affects the effective international protection of human rights the human.
