Abstract EN

Most of the world's well-developed and mature institutions of higher education include in their strategies a clear and explicit system of governance with regard to student acceptance and management independence, diversification of funding sources such as partnership and marketing of university services, as well as the role of private finance, relying on transparency, participation, accountability and the role of audit in the proper utilization of their resources.

Given the large number of Algerian universities, financial and material resources they allocate in recent years, owing to the great pressure brought about by the increasing social demand for higher education, quality is one of the key factors that must be relied upon through the improvement and rehabilitation of various educational programs and a new governance organization based on the foundations and norms of governance.
