تهدف هذه الورقة البحثية إلى دراسة أثر السياسة النقدية على ميزان المدفوعات في الجزائر خلال الفترة 1990- 2019 و ذلك بالاعتماد على منهج الاقتصاد القياسي من خلال استخدام نموذج تصحيح الخطأ العشوائي و بيانات سنوية غطة الفترة الممتدة من 1990 إلى 2020و التي تخص المتغيرات التالية : ميزان المدفوعات pob معدل إعادة الخصم tr معدل الكتلة النقدية M2 سعر الصرف Tc معدل القروض لاقتصاد cr كما أظهرت نتائج الدراسة إلى وجود تأثير محدود لكل من معدل الخصم و سعر الصرف على ميزان المدفوعات الجزائري مما يدل على مساهمة المحدودة لهذين العنصرين في معالجة اختلال في ميزان المدفوعات بينما عدم وجود أي تأثير للكتلة النقدية على ميزان المدفوعات يدل على عدم مساهمة العرض النقدي في استعادة التوازن لميزان المدفوعات في الجزائري.
و منه لا يمكن الجزم بفعالية السياسة النقدية في استعادة التوازن لميزان المدفوعات و ذالك راجع لكون مشكلة الميزان المدفوعات في الجزائري هيكلية بحيث لايمكن الاعتماد على أدوات السياسة النقدية لمعالجة اختلالات هيكلية.
Abstract EN
This article aims to shed light on the impact of monetary policy on the balance of payments in Algeria during the period 1990-2019, based on the econometric approach through the use of a correction model.
random errors and annual data covering ,the results of the study also showed that there is a limited impact of the discount rate and the exchange rate on the Algerian balance of payments, which indicates the limited contribution of these two components to the resolution of the imbalance of payments, while the absence of any effect of the money supply on the balance of payments indicates the absence of contribution of the money supply to the rebalancing of the balance of payments in Algeria.
it is therefore not possible to ensure the effectiveness of monetary policy in restoring the equilibrium of the balance of payments.
