Abstract EN

The role of the pioneers of reform in the Ottoman state was to alert the ruling Elite to the weaknesses and decadence of the various state institutions during the 16th and 17th centuries.

They constantly provided appropriate solutions to overcome these issues and improve the state's reality for the better by sending messages of reform that incorporated their intellectual output.

This study attempts to highlight their role along with the extent to which the authority responded to their suggestions, and to the extent to which the Authority responded.
