In recent years, there has been much talk about the reasons for the worsening of maritime piracy and armed robbery off the coast of Somalia and in the Gulf of Aden, as well as the outbreaks that resulted from the widespread spread of these illegal maritime activities at various levels.

Despite the existence of some international legal laws fighting the phenomenon of maritime piracy, they were unable to eliminat or mitigate this phenomenon.

Due to the fact that there are severe shortcomings in international legal laws, the Unied Nation Security Council has issued in the past few years a number of resolutions, describing the activites of piracy and armed robbery on ships off the Somali coast as activities that pose a threat and endangers the international peace and security.

They have also issues licenses under resolution 1816(2008) for foreign military forces operating in the region to track pirates even inside Somali terrtorial waters in order to combat these illegal maritime activities.

They mandated these foreign forces to stick to a number of condition in order to extend legitimacy to the combat operations they carry out inside these waters.
