The transition from a decentralization system to a local system in the management of waqfs represents a strategic objective lead to a profound change in the rationalization of waqf practices and the strengthening of the social and developmental role of waqf structures, especially at the local level, by contributing to the implementation of certain social projects engaged in public benefit, to finance some micro-projects, particularly for and by the poor, by adopting more appropriate Islamic financing methods, but also contributing to creating and deployment of a waqf culture.

despite the importance of these local waqf institutions, they remain insufficient without a favorable climate for sustainable solidarity work, supported by the various actors at national and local levels.
