This research aims to study the extent to which the law governing the independent agencies regulating the financial services respond to the criteria to ensure effectiveness in monitoring the fulfillment of their obligation.

the research concluded that controllers have limited effectiveness due to the restricted independence, the fuzziness of subordination.

in addition to the lack of financial independence and some are even stripped of the authority to impose penalties.

law amendments are required to remedy these shortcomings, and the link between regulators and any tutelary body should be removed, especially the executive authority.

also, enabling it to be financed directly from the public treasury, as well as strengthening its authority to control and regulate financial institutions including correction and discipline, and leaving the power of repression in its hands with judicial oversight.
