Therefore, activating the right to health insurance in practice depends on a set of rights associated with it, where we can To say that economic and social rights are interrelated and intertwined with each other, Which means that the realization of the right to health care in practice is linked to other rights attached to it to uphold the principle of human dignity that has been guided by civilized countries, especially Germany.

In other words, the right to health care is a comprehensive right that is not limited to providing appropriate health services only, but also includes It also has a set of its ingredients, such as healthy food, adequate housing, clean water and a healthy environment.

The Constitution of the Republic of Iraq for the year 2005 stipulated through many constitutional articles, including articles (30, 31) of it on the issue of health insurance and health care, and it also emphasized the issue of human dignity.
