Allah the Almighty, Has not Legislated His Rulings but for a public wisdom, either to bring benefit to people or avert evil for them, because the system of existence and creation is based on the cause, which is the interest that is received from the legislation of the justified ruling, because the rulings are subordinate to the interests and corruptions against which the ruling was legislated.

The paper includes three inquiries: The first inquiry treats the interpretative schools rejecting the explanation of the rulings, the second is concerned with the evidence of those who are opposed to the reasoning, and the third is on the interpretative schools going to the explanation of the rulings.

The researcher has concluded that the contemporary interpreters who made the disclosure of the purposes of the verses and their causes the origin and pillar of the interpretive process through his statement of the purpose of each surah, and thus they can be counted among the men of the jurisprudential interpretive school that relies on reason and consideration more than on narration and origin.
