Arabic Abstract

يهدف هذا البحث إلى دراسة دور الاداره الهندسية في تطبيق معايير الجودة في قطاع الإنشاءات و تقييم الإنجازات النوعية في ضوء الاتجاهات العالمية و الأسس العلمية الإدارة الجودة في قطاع الإنشاءات من أجل التوصل إلى مجموعه من المقترحات و التوصيات الرامية إلى الارتقاء بهذا القطاع إلى مستوي أفضل و التشجيع على تطبيق معايير الجودة في قطاع الإنشاءات.

و كانت منهجيه العمل الحالي هي تصميم استبيان خاص يتضمن اسئله ذات صله لتحقيق أهداف الدراسة حيث كانت عينه الدراسة تشمل 161 مجيبا تمثل عينه عشوائية من الشركات المختلفة العاملة في قطاع الإنشاءات تم تحليل النتائج باستخدام حزمه SPSS و اتضح من البحث إن تطبيق نظام ادارة الجوده في الشركات العاملة في قطاع الإنشاءات في الاردن يعاني من بعض أوجه الخلل و القصور، و قدم الباحث بعض الحلول و المقترحات التي يمكن أن تساهم في تجنب مثل هذه المشاكل في قطاع الانشاءات.

كانت نتائج الاستبيان توضح ضعف في تطبيق بنود المواصفه ايزو 9000، حيث كانت نسب التطبيق الكلي أو الجزئي نسب ضعيفه و كان ذلك واضحا من خلال النتائج التي تم التوصل اليها من خلال استخدام الاساليب، الاحصائيه حيث نجد أن نسبة التطبيق الكلي و التوثيق الكلي من وجهة نظر العاملين في قطاع الانشاءات في الاردن ( %28.5 ) في بند التصميم، و كانت ( 3 ) ( 25 ) في بند التخطيط، ( %25.0 ) في بند التحسين ( 26.09 ) في بند السلامه، ( %23.2 ) في بند تكاليف الجوده، ( % 23.6 ) في بند تحليل البيانات ( %24.8 ) في بند القياس و التحكم ( %23.3 ) في بند العمليات المتعلقه بالمستخدم ( 23.29 ) في بند الاداره.

و استنادا إلى النتائج التي تم الحصول عليها، اقترحت بعض التوصيات لتحسين ثقافة تطبيق معايير الجودة في قطاع الإنشاءات، حيث كانت بعض التوصيات التي تم التوصل اليها هي التركيز في تطبيق محاور ادارة الجودة و خصوصا في محور التصميم و التخطيط و تحليل البيانات.

English Abstract

This research aims to study the role of engineering management to apply quality standards in constructions sector and to assess the quality achievement in the light of the global trends and the scientific foundations of quality management in the construction sector in order to reach a set of proposals and recommendations aimed at upgrade this sector to better level and to encourage the application of quality standards in the construction sector.

The methodology of the present work was by designing a special questionnaire containing related questions to achieve the objectives of the study.

The study sample was 161 respondent which represent a random sample from different construction companies.

The results were analyzed statically by using SPSS package.

The results of the questionnaire have shown a weakness in the application of the terms of the standardization of ISO 9000, were the ratios of total or partial implementation were weak and that was evident through the results obtained by the use of statistical analysis, also the results have shown that the fully implementation and documentation ratio from the point of view of workers in the constructions sector as follows: (28.5%) in the design track, and (25.3%) in the planning, (25.0%) in the improvement, (26.0%) in the safety, (23.2%) in the quality costs, (23.6%) in the data analysis, (24.8%) in the measurement and (23.3%) in the user-related operations, (23.2%) in the management.

Based on the results above, some recommendations were proposed to improve the culture of implementation the quality standards in constructions sector, some of these recommendations are focused in the implementation of quality management tracks, especially in the design, planning and data analysis.
