Civil liability is one of the most important issues of civil law that has known many developments, and the industrial and economic development has played a major role in its transformation, changing its traditional concept, making it unable to guarantee compensation for bodily damage, and to provide adequate protection for the injured for many considerations, the right of the injured is lost in Compensation and this contradicts the principles of justice.

In order to avoid these situations, special funds for compensation have been established according to different legislative systems, as an idea independent of the civil liability system and the insurance system, and as an alternative to ensuring that the victim is compensated for the damages incurred by him in cases where the general rules of liability are unable to do so.
