Abstract EN

The Algerian territorial organization was divided into an arbitrary administrative division that typically included 1,535 municipalities during the colonial era.

The situation did not differ very much after independence.

Although the official texts included a set of criteria used in the regional division plan, the increase in the size of local units, currently estimated at 1,541 municipalities and 58 states, caused financial deficits, and increased spending.

In the same context, we can possibly integrate some municipalities in order to reduce expenditures and created more quality in effective management, by implementing the principles of business process re-engineering.
