The circumstances affecting the implementation of oil licensing contracts were embodied by the Corona pandemic, which ravaged humanity and led to the suspension of all aspects of life, which directly and indirectly affected the implementation of oil licensing contracts in Iraq, as well as the demonstrations that took place in October 2019, as well as the decisions of the Organization of Petroleum Exporting Countries to reduce Iraq’s production.

Exhaustion of foreign companies investing in Iraq as emergency conditions, which required a negotiation in order to restore balance to contracts and resolve the issue without resorting to the means designated to resolve such disputes.
