One of the requirements of sound legal drafting is the clarity of the legal rule and its non contradiction, and for that, the competent authority must take into account the quality of preparing the legal text to the extent that makes it clear and easy to understand for the addressees, because the ambiguity of the legal rule makes it vulnerable to contradictory interpretations, which is what would that threatens rights and disturbs legal positions, and therefore the sound and clear legal formulation has an effective role in achieving legal security, which aims to have a kind of relative stability of legal relations and a minimum level of stability for the centers arising from them for the purpose of spreading security and tranquility among individuals.
