Considering that public utilities délégations contract as are of an administrative nature, théier implémentation is subject to the provisions of the common law like all other administrative contracts, and its effects are directed towards the parties to the contractual relationship, whether the delegated administration or delegated to him during the implementation of the delegation contract, where the delegate takes over the exploitation of the public facility itself and on its responsibility, as it enjoys a group of the rights, which are not shared by other contractors with the delegated administration, and one of the most important of these rights is to receive financial compensation frome the bénéficiaires of the facilita, in addition to enjoint somme privilèges in running the facilita, and thèse right in turne are offset by varions and varie obligations that fallu jupon hima, the most important of winch is the personale implémentation of the contracta, and witz this thèse right and obligations are distinguasse to a large entent in délégations contractas frome ôter administrative contracts, given the content of these contracts represented in the management and investment of the public utility.
