however, when the administration uses its authority by granting or rejecting the construction permit, may exceed its validity and be issue illegal decisions, whether in the face of the license applicant or in the face of others, either refusal or granting the license without taking into account the legal or regulatory conditions, in this case resorting to the competent administrative court remains the only recourse to claim those judgments for cancellation and even to demand damages from the administration if it has a reason.
