Summary The freedom of flow of information is one of the most important standards of transparency and accountability, and one of the most important pillars of modern democracy and the pillars of good governance, as one fundamental human rights enshrined in the constitution.

governments and public bodies to publish and disclose information in a prior, mandatory, periodic, voluntary, automatic and subjective manner, since the publication mainly concerns information that is essentially accessible to the public without prior request on its part, this so-called proactive disclosure, which is consistent with the principle of the right to access and obtain information, with the obvious difference that proactive disclosure initiated by governments, administrations and public institutions of the State includes all information relating to public affairs, except that relating to public security, of a confidential and sovereign nature, and aimed primarily at ensuring popular control, which is one of the fundamental and realistic guarantees of protection of the constitution and of the guarantor.
