20-15.

Since the kidnapping of people has become a widespread crime among social circles, and in particular within the Algerian society during recent times, especially with its growing danger and harm in destabilizing thefamily and society alike, it was necessary to focus on the appropriate and effective means to reduce its impact and its unrivaled spread.

If we did not transfer the limitation to it permanently, and we may not neglect the right or exaggerate if we decide that the best resort for this is to focus on the preventive framework established for this crime, because of the influence of this latter in the investigation and embodiment of the idea of preventing the commission of this crime in its public and private dimensions.
