Due to the inadequacy of traditional means in the effectiveness of compensating those affected by social risks, this matter prompted the society to establish a spirit of solidarity among its members, due to the inability to bear the burden of some dangers that the individual cannot face alone due to the inability of the compensation system in civil liability, which is based on the search for the cause of the damage, which necessitated the state's intervention to maintain social security and peace by reparing damages that had no hand in their occurrence by enacting laws corresponding to each circumstance.

Our goal in this study is to clarify the meaning and emergence of social risk theory and ways to compensate for it.

The product of society is caused by man or nature, and that the state undertakes to compensate for it in the appropriate ways for each case
