Algeria has been going through a period of transformations, Which includes all fields of security, political, economic, social and educational life, which represent challenges to all levels, whether regionally on international level, the necessity that requires a fundamental change in the fields, patterns and standards that govern state institutions, by activating innovative ways with a new and clear vision, as it has become clear that yesterday's methods of thinking and management are not appropriate to the challenges of the present and the future, this is achieved only through the development of effective strategies drawn from the strategic thought, which has become necessary to work with it very seriously, in this sense, the strategic thinking it is a patriotic duty for all officials to think about future conditions, rather than simply confronting and managing current crises, according to the principle that"strategic management begings with strategic thinking".
