Abstract EN

The United Nations adopts in its official speeches six world languages: Spanish, English, Russian, Chinese, Arabic and French, that is to say the four languages of the five permanent members of the un security council in addition to Arabic and Spanish.

the united nations use those languages both in its meeting and in its official documents.

although the Arabic language is among the main languages of the united nations, their native speakers who attend these meetings do not speak it but they generally speak English or French.

whereas on twenty-third session of the commission, the Austrian minister of the foreign affairs (Karin Kneissl) surprised the audience by a speech which was in Arabic although she was not a native speaker of the Arabic language.

on the other hand, she also shocked them by breaking the Horison of expectation with her speech’s content that was about war and destruction in the middle east, and about its people’s suffering because of the crises.

so, this research aims to study the minister's speech a hermeneutical study according to the mechanisms of theories of reading and reception, to reveal the latent meaning and to highlight what is unsaid.
