رغم تعدد الحضارات والثقافات واختلاف النظريات والمناهج، لطالما اعتبرت الدولة وحدة أساسية في العلاقات الدولية وكائنا سياسيا دائم التطور.
هذا التطور المستمر والدائم كان لا بد أن ينعكس لا محالة على كل المفاهيم المرتبطة بالدولة، على غرار الأمن الوطني.
فهذا الأخير يعتبر من المفاهيم التي ارتبطت ارتباطا وثيقا بوجود الدولة وبقائها وأسالت حبرا كثيرا في تحديد ملامح واضحة لها.
دفع الجدل القائم حول مفهوم الأمن الوطني أهل الفكر والسياسة إلى التنافس على وضع تعاريف محددة للمصطلح.
فمفهوم الأمن الوطني، الذي نعرفه اليوم، قد عرف صقلا وتبلورا عبر الزمان والمكان.
التغيرات الاستراتيجية التي عرفها النسق الدولي كان لها تأثيرها على نظرة الدول لأمنها الوطني، من جهة، والتغييرات التي مست مفاهيم جوهرية كالتهديد والمصلحة، من جهة ثانية.
من هذا المنطلق وفي ظل عالم معولم، يعد مصطلح الأمن الوطني أكثر من أي وقت مضى نتاج البيئة التي ولد فيها وينتمي إليها وبالتالي فان أي محاولة لتحديد ملامحه بعيدا عن هذه البيئة، المتعددة الأبعاد، لن تكون سوى مجرد ضربة سيف في الماء.
Abstract EN
Despite the multiplicity of theories and approaches, the state has always been considered as a basic actor in international relations and an ever-evolving political being.
this continuous evolution has inevitably reflected on the concepts related to the state, such as national security, which has known significant evolutions, over the time.
the dialectic existing between «threats» and «interests» has utterly contributed in shaping this concept.
nowadays, in a globalized world, the state is more than ever considered as the core of the international scene and all efforts to establish a global definition of national security without taking in consideration the variable of interests will be like trying to get blood out from a stone.
