This study aims to try to search for new mechanisms that enable local groups, especially the municipality, to work on providing sufficient self-financial resources, and an effective level of performance for their local bodies, in order to contribute to their real developmental role in local development in Algeria, by taking care of citizens' needs and achieving their aspirations for progress.

The study concluded that the Algerian legislator granted many and varied powers and tasks to local groups in various fields, but the performance of the local elected councils in Algeria failed to achieve the desired goals towards the local community.

The study also recommended the necessity of imposing the educational level of the elected local councils of the municipality, and establishing a cell within the municipality called the “Quality Cell”, whose main task is to assist the elected council heads in planning local development projects.
