The study aims to identify all internal and external factors as the main source of the problem of building peace and security in both côte d'ivoire and Somalia, as it seeks to analyze peacebuilding constraints in both countries, because a study of these factors helps to develop a theoretical perception that will be an alternative to imported democracy in Africa, through adapting a new pattern to local African policies that foster a spirit of citizenship and create a collective system that includes all differences, and defends the state of right, law and equality, which is the solid foundation for the process of emocratization, peacebuilding and the civil, state.
