Abstract EN

This study aims to shed light on the decentralized cooperation agreements concluded by the territorial communities Algerian with their foreign counterparts, which are considered as a legal tool designated by the Algerian legislator to carry out all their activities, and since the territorial communities are charged with protecting the environment on local level, and the preventive protection is a form of environmental protection, which are of great importance; as a less expensive, more effective and maintain the environmental elements of the original condition, a better treatment of the environment and repair.

the importance of this study comes to know the effectiveness of the decentralized cooperation agreements of the territorial communities in the field of preventive protection of the environment in Algerian law, the extent of the Algerian legislator success in the legal devotion of this legal tool, and the environmental areas covered by the latter.
