The public service is one of the most prominent indicators of the state's development and its strength and a major criterion for building confidence among citizens.

therefore, in this research paper, we will try to shed light on the nature of the distribution of specialization among the various bodies (the state and local communities), as well as on the foundations and standards that restrict their competencies, so that there is a balance between the national and local affairs in the field of public service provision.

finally, highlighting the capabilities and mechanisms that are legally guaranteed at the local level, and activating them in order to be able to provide an upscale local public service.
