Arabic Abstract

أدى انتشار فيروس كورونا المستجد في جميع دول العالم إلى تهديد الاقتصاد العالمي بالركود في مختلف القطاعات الحيوية جعل الدول تتخذ الإجراءات الاحترازية لمنع تفشي الفيروس وكان من الضروري على الدول التأقلم مع الوضع الجديد من خلال تغيير استراتيجيتها بالاعتماد على الرقمنة كأحد التوجهات الجديدة لإدارة الأزمة، فقد أظهرت الجائحة أهمية التكنولوجيا الرقمية لتحقيق النمو والتنمية المستدامة والخروج من الأزمة وكان لزاما على الدول تسريع وتيرة التحول الرقمي في جميع المجالات.

تمثلت مشكلة الدراسة في أنه على الرغم من الجهود المبذولة من قبل حكومات الدول لتعزيز خدمة التحول الرقمي لمواجهه تحديات أزمة كورونا فإن هناك بعض الفجوات التكنولوجية والتحديات التي تواجه الدول العربية والنامية فضلا عن مخاطر الأمن السيبراني وضعف البنية التحتية وعدم المساواة بسبب افتقار بعض المناطق للخدمات التكنولوجية.

يهدف البحث إلى تسليط الضوء على دور التحول الرقمي في ظل جائحة كورونا في المجالات المختلفة والتحديات والمشاكل التي تواجه الدول للتحول الرقمي ودور المنظمات الدولية في دعم الدول لمسايرة التوجهات العالمية الجديدة والتجارب الناجحة لبعض الدول.

توصلت الدراسة إلى أن التحول الرقمي كان له دور إيجابي فعال في تخطي أزمة كورونا، وأن ضعف البنية التحتية يحول دون التحول الرقمي، وأن التحول الرقمي يساهم في تحقيق أهداف التنمية المستدامة ال 17.

English Abstract

The spread of the new Corona virus in all countries of the world has threatened the global economy with recession in various vital sectors, making countries take precautionary measures to prevent the spread of the virus, and it was necessary for countries to adapt to the new situation by changing their strategy based on digitization as one of the new directions for crisis management.

the pandemic the importance of digital technology to achieve growth and sustainable development and get out of the crisis, and it was necessary for countries to accelerate the pace of digital transformation in all fields.

the problem of the study was that despite the efforts made by the governments of countries to enhance the service of digital transformation to meet the challenges of the corona crisis, there are some technological gaps and challenges facing Arab and developing countries, as well as cyber security risks, weak infrastructure and inequality due to the lack of some areas of technological services.

in light of the corona pandemic in various fields, the challenges and problems facing countries for digital transformation, and the role of international organizations in supporting countries to keep pace with the new global trends and the successful experiences of some countries.

the study concluded that digital transformation had an effective positive role in overcoming the corona crisis, and that weak infrastructure prevents digital transformation, and that digital transformation contributes to achieving the 17 sustainable development goals.
