This study aimed to identify the level of knowledge sharing and its impact on building an learning organization in the administrative institutions of Skikda, where a questionnaire was distributed to a sample of 170, Fully recovered and 11 questionnaires were excluded, The number of valid questionnaires for the study was 159, and through the results of the questionnaire analysis using the SPSSV20 program it was concluded that the level of application of the knowledge-sharing method in the administrative institutions in Skikda is high, and the levels of building an educated organization in these institutions were medium.

The study also found a statistically significant effect of cognitive sharing on building an educated organization in the administrative institutions of Skikda.
