Arabic Abstract

هدفت الدراسة إلى التعرف على التوجهات المثالية و الواقعية الجديدة للسياسة الخارجية الأمريكية تجاه المنطقة العربية خلال الأعوام 2001-2017، و قد وظفت الدراسة كلاً من منهج صنع القرار في السياسة الخارجية، و المنهج المقارن للإجابة عن تساؤلاتها، و التحقق من صحة فرضيتها المركزية القائلة بوجود علاقة ارتباطية بين أهمية المنطقة العربية و فرض الهيمنة الأمريكية عليها.

و قد أثبتت الدراسة صحة فرضياتها الفرعية، حيث تبين للدراسة وجود عدد من الأهداف السياسية و الاقتصادية و الأمنية الثابتة للسياسة الخارجية الأمريكية تجاه المنطقة العربية.

كما وجدت الدراسة أنه بالرغم من وجود توجهات مثالية جديدة في (السياسة الخارجية الأمريكية تجاه المنطقة العربية في عهد الرئيس الأمريكي الأسبق جورج بوش الابن)، إلا أن جانب الواقعية الجديدة طغى على تلك التوجهات، و توصلت الدراسة لصحة هذه الفرضية من خلال قياس المؤشرات المثالية الجديدة و الواقعية الجديدة للسياسة الخارجية الأمريكية في عهد الرئيس الأمريكي الأسبق (جورج بوش الابن).

و توصلت الدراسة أيضاً إلى أنه وبالرغم من وجود توجهات واقعية جديدة في (السياسة الخارجية الأمريكية) تجاه المنطقة العربية في عهد الرئيس الأمريكي السابق (باراك أوباما) ، إلا أن الجانب المثالية الجديدة طغى على تلك التوجهات، و قد توصلت الدراسة لصحة هذه الفرضية من خلال قياس المؤشرات المثالية و الواقعية للسياسة الخارجية (الأمريكية) في عهد الرئيس الأمريكي (باراك أوباما).

و في ظل النتائج التي تم الوصول إليها خرجت الدراسة بمجموعة من التوصيات، و من أهمها : ضرورة أن تقوم الدول العربية بإجراء دراسات و لقاءات تتعلق بتوضيح السياسة الخارجية الأمريكية تجاه الدول العربية بهدف وضع رؤية مستقبلية لتلك السياسة.

English Abstract

The study aimed to identify the ideal and realistic orientations of American foreign policy towards the Arab region during the years 2001-2017, the study employed both the decision-making approach in foreign policy, and the comparative approach to answer its questions, and to verify the validity of its central hypothesis that there is a correlation between the importance of the region Arab and the imposition of American hegemony over it, The study proved the validity of its sub-hypotheses, as the study found a number of fixed political, economic and security goals for American foreign policy toward the Arab region.

The study also found that although there were New ideal trends in American foreign policy toward the Arab region during the era of former US President George W.

Bush, the New realistic aspect overwhelmed those trends, and the study reached the validity of this hypothesis by measuring the ideal and realistic indicators of American foreign policy during the era of Former US President George W.

Bush for four major issues in the Arab region, namely the American occupation of Iraq, the Sudanese issue, Israeli attacks on southern Lebanon, and Islamic groups in the Arab region.

The study also concluded that, despite the existence of realistic orientations in American foreign policy towards the Arab region during the era of former US President Barack Obama, the New ideal side overwhelmed those trends, and the study found the validity of this hypothesis by measuring the New ideal and New realistic indicators of American foreign policy in Former US President Barack Obama entrusted four joint issues in the Arab region, namely: the popular revolution in Libya 2011, the Egyptian popular revolution against the Hosni Mubarak regime, the Syrian popular revolution against the regime of Bashar al-Assad 2011, and the Yemeni popular revolution against President A J Abdullah Saleh 2011.

In light of the results that were reached, the study came out with a set of recommendations, the most important of which are: the need for Arab countries to conduct studies and meetings related to clarifying American foreign policy towards Arab countries with a view to setting a future vision for this policy, and to spread awareness among Arab youth of American plans aimed at Establishment of a new Middle East, to be led by Israel.
