Article (27) of the Charter clarifies the voting system within the Security Council.

The first paragraph of this Article affirmed the principle of equality between countries in terms of the number of votes, where each member of the Council has one vote.

However, the second and third paragraphs distinguished between the decisions issued by the Council in Procedural issues and those decisions issued on substantive issues, where decisions are issued in the Council on procedural issues by a majority of nine votes from the members of the Council without a requirement that among them the votes of the five permanent members, while decisions are issued in the Council on substantive issues by a majority of nine of its members, provided that the votes are among them.

The five permanent members, and this means granting the five countries the right to veto the decisions of the Council on substantive issues, noting that the member state of the Council that is a party to the dispute before the Council ins from voting on the decisions taken by the Council in accordance with Chapter VI For the Charter and Paragraph (3) of Article (52) of the Charter, what was mentioned in Article (27) about the voting system in the Council led to raising some questions, including voting on procedural and legal issues.
