Arabic Abstract

هدفت الدراسة إلى مناقشة الأهداف السياسية و الأمنية و الاقتصادية التركية تجاه دول مجلس التعاون الخليجي، و تغطية القضايا الخلافية والتعاونية بين تركيا و دول مجلس التعاون الخليجي، و طرح السيناريوهات المستقبلية للسياسة الخارجية التركية تجاه دول مجلس التعاون الخليجي.

و من أجل تحقيق أهداف هذه الدراسة، تم استخدام المنهج التاريخي التحليلي، و المنهج الوصفي التحليلي، و منهج اتخاذ القرار، كما تم طرح ثلاثة سيناريوهات لمستقبل العلاقات التركية - الخليجية، و قد تم توظيف نظرية الدور، و نظرية تحليل النظم بهدف توقع الدور الذي تقوم به تركيا، و معرفة مدى التغيير و التطور الحاصل للدور التركي خلال فترة الدراسة.

و قد توصلت الدراسة إلى وجود علاقات وثيقة بين تركيا و دول الخليج العربي، (و إن اختلفت في غموضها و تعقيدها و تدهورها في بعض الأحيان)، بسبب حاجة كل من تركيا و دول الخليج العربي إلى بعضهما البعض بهدف تحقيق المصالح الوطنية العليا لكل دولة من تلك الدول، مع الأخذ بالاعتبار محددات البيئة الإقليمية و أهمها أحداث الربيع العربي كأحد المحددات التي أدت إلى تذبذب العلاقات الخليجية - التركية.

و أوصت الدراسة بضرورة تفعيل جوانب العمل الاقتصادي المشترك بين الدول الأعضاء في مجلس التعاون الخليجي، و تحقيق الاستقلال و التنسيق الأمني والترابط بين الدول الأعضاء في جميع المجالات، و العمل على إيجاد قواسم مشتركة لمواجهة التحديات التي تعترضها، و إنهاء الخلافات العالقة و توظيف العلاقات التركية الخليجية لإقامة محور استراتيجي في مواجهة المحور الإيراني الروسي في المنطقة.

English Abstract

The study aimed to discuss the Turkish political, security and economic goals towards the Gulf Cooperation Council states, cover controversial and cooperative issues between Turkey and the Gulf Cooperation Council countries, and lay out future scenarios for Turkish foreign policy toward the Gulf Cooperation Council countries.

To achieve the objectives of this study, the historical analytical approach, the descriptive analytical approach and the decision-making approach were used, and three scenarios were presented for the future of Turkish-Gulf relations.

The role theory and theory of systems analysis have been employed with the aim of anticipating the role played by Turkey, and the extent of change and development occured in the Turkish role during the study period.

The study revealed that there are close relations between Turkey and the Arab Gulf states, (even if it differ in their ambiguity, complexity, and sometimes deterioration), due to the need for Turkey and the Arab Gulf states to each other in order to achieve the supreme national interests of each of these countries, taking into account the determinants of the regional environment, the most important of which are the events of the Arab Spring, as one of the determinants of the volatile Gulf-Turkish relations.

In light of the results reached, the study recommended the necessity of activating the aspects of joint economic work among the member states of the Gulf Cooperation Council, achieving independence, security coordination and interdep-endence among member states in all fields, working to find common denominators to meet the challenges they face, work to end differences, and employ Turkish-Gulf relations to establish a strategic axis in the face of the Iranian-Russian axis in the region.
